Seriously though
How is it possible to respond to a disaster too fast?
I mean, we are not talking about Minority Report here.
This reminds me of when I worked down the street from a major FEMA center and a major Red Cross center in Alabama during a different storm related crisis (*coughkatrinacough*) a few years back. Red Cross loaded up their first batch of trucks and volunteers and started for the disaster zone in just over 24 hours. Trucks sat half loaded in the FEMA parking lot and didn’t move until 5 days after the event.
